Annual and multi-year allocation without expression of interest

Following the approval by the Italian Regulatory Authority for Energy Networks and Environment (ARERA) of the tariff for the Regasification Service of the OLT Offshore LNG Toscana S.p.A. Terminal for the year 2023 with Resolution 278/2022/R/gas, OLT publishes an update on the reserve prices of the annual and multi-year auctions without expression of interest to be held on the PAR Platform from July 04^th 2022 to July 14^th 2022.

Publication of the calendar for the planning of the Delivery slots for Gas Year 2022/2023

With reference to the planning of delivery slots dates for the Gas Year 2022/2023, the allocation of most of the capacity for the Gas Year 2022/2023 was made through the request for the extension of capacity by the awardee of Product 1 GY 2023/2024 – 2026/2027 in auction last June 10^th, instead of through the PAR Platform. For this reason, notwithstanding Clause 2.1.5.3 of the Regasification Code, the planning related to the Gas Year 2022/2023 will be done directly through communication of preferences between the awardee and OLT.

This planning will be open to any entity that has been awarded capacity for the Gas Year 2022/2023 and will take place in two steps:

1. 15 July 2022 – distribution phase delivery slots in the months of the gas year;
2. July 20, 2022 – Planning of slot discharge dates of the delivery slots in the individual months.

Publication of the calendar for annual and multi-years capacity auctions without expression of interest

Following the publication occurred on June 17^th, 2022 related to the Continuous Capacity available from the first to the twenty-fifth Gas Year following the one in which the allocation is carried on – i.e. from Gas Year 2021/2022 to Gas Year 2033/2034 – OLT hereby informs that the annual and multi-years capacity auctions without expression of interest will be held from July 4^th, 2022.

Pursuant to Clause 2.1.5.3 of the Regasification Code OLT Offshore LNG Toscana publishes the Continuous Capacity available from the first to the twenty-fifth Gas Year following the one in which the allocation is carried on – i.e. from Gas Year 2022/2023 to Gas Year 2033/2034 – for the purpose of the annual and multi-year allocation process without expression of interest.

Within June 30^th, 2022, each Applicant that meets the Service Conditions shall:

• sign the capacity commitments in accordance with the provisions of Clause 2.1.7 of the Regasification Code;
• provide adequate financial guarantees in accordance with the provisions of Clause 3.1.1.1 of the Regasification Code.

In order to participate to the capacity allocation, the Applicant must be eligible to operate on the Regasification Auction Platform in accordance with the relevant rules.

Annual and multi-year allocation with expression of interest

In the annual and multi-year allocation process with expression of interest of the last June 10^th, 34 slots of 155,000 liqcm were allocated in each Gas Year from 2023/2024 to 2026/2027. Moreover, all the capacity still available for the Gas Year 2022/2023, equal to 33 155,000 liqcm slots, has been allocated by the awardee through the request of extension.

As a result, in the absence of available capacity for the Gas Year 2022/2023 the auction on Product 2 for the Gas Years 2022/2023 – 2023/2024 scheduled on the PAR platform on June 14^th, 2022 will not be held.

The awardee of Product 1 may request by hr. 13:00 CET of June 17^th, 2022, the extension to Gas Year from 2027/2028 onward.

OLT Offshore LNG Toscana, pursuant to Resolution 240/2022/R/Gas approved by ARERA on May 31^st, 2022, publishes the criteria for the calculation of the reserve price for the allocation of the continuous regasification capacity, in relation to annual and multi-year allocation processes.

The Procedure to request the extension of the allocation of Product 1 concerning GGYY 2023/2024 – 2026/2027 is also published. Following the annual and multi-year auction with an expression of interest held on June 10^th, 2022, any awardee of the capacity product concerning GGYY 2023/2024 – 2026/2027 (Product 1) can request the extension to the Gas Year 2022/2023 and/or up to the Gas Year 2032/2033. In this case the awardee can, as previously announced, request the extension of the allocation both for Gas Year 2022/2023, and or for gas years after GY 2026/2027 and up to gas year 2032/2033 by filling in the attached form and sending it within the established terms to commercial@oltoffshore.it.

OLT Offshore LNG Toscana publishes here below the available Continuous Capacity, in a manner which conforms as far as possible to the expressions of interest received.

Within June 8^th, 2022 each Applicant that meets the Service Conditions shall:

• sign the capacity commitments in accordance with the provisions of Clause 2.1.7 of the Regasification Code;
• provide adequate financial guarantees in accordance with the provisions of Clause 3.1.1.1 of the Regasification Code;

In order to participate in the capacity allocation, the Applicant must be eligible to operate on the Regasification Auction Platform (PAR) in accordance with the relevant rules. Blank test sessions will be scheduled with GME on June 6^th and June 7^th, on PAR Platform.

The regasification capacity will be offered in 155,000 m³liq capacity slots. This capacity will be offered as below:

• a product concerning Gas Years 2023/2024 – 2026/2027 with the possibility to request, after the award by 13:00 on 13 June 2022, the extension to the Gas Year 2022/2023 and/or up to the Gas Year 2032/2033. For the Gas Year 2022/2023, the extension will be at the product allocation price; for the Gas Years after 2026/2027, the extension will take place at a price equal to the higher of the product allocation price and the reserve price for the allocation of the first capacity step for those years;
• a product concerning Gas Years 2022/2023 – 2023/2024 without extension.

The offers can be presented through the PAR Platform on:

• 10 June 2022 – Product 1 GGYY 2023/2024 – 2026/2027
• 14 June 2022 – Product 2 GGYY 2022/2023 – 2023/2024

Based on the expressions of interest received and submitted to ARERA and the subsequent communication received by the latter – which intends to assess possible modifications to the regulatory framework – OLT informs that the publication of the available capacity products for the annual and multi-annual auctions with expressions of interest is postponed awaiting further investigations by the Authority.

With reference to the multiyear allocation process with expression of interest related to the Continuous Capacity available from the second to the twenty-fifth Gas Year following the one in which the allocation is carried on –  e.g. from Gas Year 2023/2024 to Gas Year 2033/2034 – OLT is available to receive expressions of interest that include the first Gas Year. Any requests will be included in the proposal and brought to the attention of the Regulatory Authority in order to include the Gas Year 2022/2023 within the capacity products subject to the allocation process.

The expressions of interest indicating the capacity expressed in m3liq/year for each Gas Year may be sent to OLT using Annex 1 of the Regasification Code.

Pursuant to Clause 2.1.5.2 of the Regasification Code approved by ARERA on 02/11/2021 with resolution 474/2021/R/Gas, OLT Offshore LNG Toscana publishes the Continuous Capacity available from the second to the twenty-fifth Gas Year following the one in which the allocation is carried on –  e.g. from Gas Year 2023/2024 to Gas Year 2033/2034 – for the purpose of the annual and multiyear allocation process with expression of interest.

The expressions of interest must be sent by April 1^st, 2022 to the address here below:

According to the expressions of interest received, OLT will prepare a proposal to the Authority for the capacity offer as part of the subsequent allocation process and, following such verification with the Authority, by April 15^th, 2022, OLT will publish the Continuing Capacity making it available in a way that is as consistent as possible with any expressions of interest received.
