Procedure for the receipt of quantities of LNG for the cool-down and gas-up activities of the plant

OLT informs, with reference to the “Procedure for the receipt of LNG quantities functional to the plant’s cool-down and gas-up activities”, the period for submitting economic offers and the related supporting documentation has been postponed to October 15th, 2024, from 09:00 AM CET to 12:00 PM CET. The economic offers shall be sent to the email address asta.gas@oltoffshore.it. Consequently, the deadline for the submission of the Contract Service will be postponed to October 21st, 2024, COB.

OLT further advises that the quantities of liquefied natural gas object of the Procedure are now intended to be equal to approx 35,000 liqcm (235,000 MWh) instead of  approx. 30,000 liqcm (200,000 MWh).

It is also specified, with reference to Article 10 of the Service Contract, the Supplier is entitled to terminate the Service Contract in the event that the unloading is not completed within twenty (20) days from the Discharge Date (instead of thirty (30) days from such date, as originally provided by the Procedure).

OLT specifies that:

  1. should the interested parties in the Procedure intend to submit a non-interest-bearing security deposit, the transfer may also be made after the deadline of 3 (three) business days referred to in article 5 letter e) of the Procedure itself, as long as they provide proof of its execution at the time of submitting their bids;
  2. for the purpose of submitting the Guarantee for the Service Contract referred to in article 9 of the Procedure, the successful bidder may increase the financial guarantee from EUR 5,000,000 (five million/00) already submitted pursuant to article 5 letter e) of the Procedure up to the required amount of EUR 25,000,000 (twenty-five million/00).

It is clarified that the companies fulfilling the rating requirements concerning the long-term indebtedness provided by Clause 3.1.1.1b) of the Regasification Code are exempted from the obligation to provide the financial guarantees set out by Article 5.2e) and by Article 9 of the “Procedure for the receipt of quantities of liquefied natural gas by OLT Offshore LNG Toscana S.p.A. for the cool-down and gas-up activities of the plant” published on September 30th, 2024.

OLT Offshore LNG Toscana S.p.A. aims to start a tender procedure to identify a subject able to discharge 30,000 liqcm of LNG (equal to approximately 200,000 MWh).

The procedure is aimed at receiving quantities of liquefied natural gas required for the cool-down and gas‑up activities of the FSRU Toscana terminal, which are necessary for cooling the LNG storage tanks and all cryogenic parts of the plant and to put in gas the Terminal.

Those who are interested in the tender procedure can send their economic offer and supporting documents on October 10th, 2024 from 09:00 am CET to 12:00 pm CET to asta.gas@oltoffshore.it.
